REQUEST FOR QUALIFICATIONS
PLANNING – ENGINEERING SERVICES
The Town of Oneida, Tennessee, will be accepting statements of qualifications from qualified firms for the following:
PLANNING – ENGINEERING Services in connection with a combination of State, Local, and/or Federal Funds including, but not limited to, Appalachian Regional Commission Grant (ARC)
Proposals must be received by 3:00 p.m. EST on October 31, 2025. Proposals should be submitted to Mayor Lori Phillips-Jones, Town of Oneida, PO Box 4237 Oneida, TN 37841 no later than 3:00 p.m. EST on October 31, 2025. Proposals received after 3:00 p.m. EST on October 31, 2025, will not be considered.
The firm, or firms, selected will provide Professional Planning Services as may be required during the programs(s) timeframe. These services will include, but may not be limited to, all activities required for the final production of a Tourism Master Plan.
All proposals should be marked with the following language: PLANNING – ENGINEERING SERVICES STATEMENT OF QUALIFICATIONS FOR ONEIDA ARC.
Qualifications will be evaluated on the following factors:
- Qualifications – Availability of qualified personnel and capacity of the firm to carry-out engineering/technical services.
- Experience – Experience and technical expertise of the firm and its personnel as well as information regarding projects previously undertaken, including the types and cost of projects.
- Scope of Services – Summarize scope and type of services understanding of program and tasks.

The Town of Oneida will award a contract to the firm, or firms, deemed most qualified to provide Planning – Engineering services as requested. The contract(s) will include scope and extent of work and other essential requirements.
