Jack E. Lay has served as mayor of the Town of Oneida for the past 25 years.

Elected in 1995, he is the longest-tenured mayor in the town’s history and is currently serving his seventh term.

A graduate of Oneida High School and Carson-Newman College, Jack is a past president of the Oneida Lions Club, Plateau Electric Cooperative and the Scott County Fair Board. He serves on the Children’s Center of the Cumberlands board of directors and on the advisory board of the Boys & Girls Club of Scott County.

Jack has long been involved with youth sports in Oneida, from “running the clock” at basketball games for ten years to starting a little league baseball program in Scott County. His tenure as mayor has witnessed the Bear Creek Recreational Park project become reality. Built on lands once considered worthless, the park now consists of two soccer fields, two baseball fields, a softball field and a t-ball field, with concession and restroom facilities. He is a former Scoutmaster of Boy Scout Troop 171.
